Metropolitan Police on Thursday arrested 23-year-old Anthony Crawford as a suspect in they what described as an "unexplained, brutal attack" killing Wendy Martinez in the city's Logan Circle neighborhood Tuesday night.
He said Martinez was also an avid runner and that they met while competing in a half-marathon. On Sept. 20, a person was taken into custody in connection with the murder.
"Wendy should have been shopping for her wedding dress on Friday", said Kristina Moore, as she stood outside the restaurant where Ms Martinez sought help after the attack in the Logan Circle neighbourhood on Thursday. She reportedly ran to a nearby restaurant for help, with visible neck wounds, before collapsing there, and was later pronounced dead.
Martinez was taken to an area hospital, where she later died.
Police don't believe Martinez knew her attacker.
"You know I'm going to keep her alive by helping her achieve the dreams that she wanted to achieve", Hincapie said.
Newsham says it's likely the attack was random.
"This is one of those types of unsettling incidents that sometimes happen in large cities, but it seems like a singular incident", Chief Newsham said.
Wendy Martinez was stabbed seven times by a local vagrant Tuesday night according to court papers.

The 35-year-old Martinez had just gotten engaged to her longtime boyfriend, Danny Hincapie, last week and was looking forward to planning her wedding, her mother, Cora Martinez, said. She was engaged to be married last week. Simply put, Wendy was fearfully and wonderfully made!
Police are searching for one assailant who fled the area. "(Song of Solomon 3:4)", the statement added.
For the past two years he worked as the chief of staff at the technology and management company FiscalNote.
"We are deeply saddened by this senseless tragedy", the Martinez family said in a statement. She managed to enter a carryout restaurant nearby, where community members, including a nurse, Newsham said, attempted to tend to her wounds.
"I can not even begin to imagine what her fiance, what her family, what her mom, what her brother, what her friends are going through right now, and I want to extend our heartfelt condolences to this family", he said.
The sweater belonged to a third witness, a close relative of Crawford who saw him wearing it in the hours before he allegedly attacked Martinez.
